Right-of-Way Regarding Pedestrians and Other Foot-Traffic

People on foot, on skates or skateboards, tricycles, quadricycles, in wheelchairs, and all persons with a guide dog or a white cane should all be given the right-of-way. Bicyclists should be observing vehicle traffic laws you are obeying.

Stop for foot-traffic at all pedestrian crossings or crosswalks. Do not pass a car that has already stopped at a crosswalk, they may be waiting for someone to cross the roadway that you are unable to see.
